Two of the Charter <br />questions deal with issues that could change election dates in Casselberry, the margin of victory a City candidate <br />needs to win office, and how the Mayor is elected. Another asks the voters to revise the Charter to allow a City <br />Manager more flexibility in the management of department directors, as recommended by the National Civic <br />League’s Model City Charter concept for the commission-manager form of government. We have prepared a <br />power point explaining what it all means, located at www.casselberry.org. Just click on the Charter Amendment <br />link on the front page. <br /> <br />There is also the major issue of Property Tax Reform. All seven cities in Seminole County, the school district <br />and county government are delivering a united message; your vote will affect the investment you have already <br />made in a good community, livable neighborhoods, responsive police and fire services, exceptional recreational <br />opportunities and “A” rated schools. We want you to think about what it might mean to have your investment <br />diminished. We want you to think about your quality of life. <br /> <br />If the Property Tax Reform Amendment, also known as Amendment 1, passes, the total financial loss to the City <br />of Casselberry could be $800,000 to $1,000,000, while offering a savings of about $85 per year to the average <br />homeowner in Casselberry. It will result in the loss of more City services. In response to required property tax <br />rollbacks in 2007, the City took extraordinary steps by eliminating two Police Lieutenant positions, eliminated <br />the City’s Animal Control service and transferred 18 Police Communications jobs to Seminole County. <br />Recently a presentation was made to the Casselberry Chamber of Commerce on how Amendment 1’s passage <br />will adversely impact the City, as well as shift the tax burden to businesses, non-homesteaded properties and <br />renters.
