APPEAL OF PLANNING & ZONING COMMISSION DENIAL FOR ANTIGUA <br /> <br />BAY SITE PLAN, SPR 03-23 <br /> <br />Legal Advertisement: The Notice of Public Hearing relative to the appeal of Planning & Zuning <br />Commission denial for Antigua Bay site plan, SPR 03-23 was published in the Orlando Sentinel on April 1, <br />2004. <br /> <br />Staff Presentation: Mr. Wells stated the Pla~ing & Zoning Comnfission unanimously denied SPR 03-23 <br />at its February 25, 2004 meeting. Pursuant to City Code Section 1-2.6, the applicant requested an appeal of <br />the denial to the City Commission. SPR 03-23 is a proposed 18-unit, fee-simple townhome development <br />to be located at 741,745 and 751 Seminola Boulevard. The Future Land Use designation for the subject <br />property was changed via Ordinance 04-1097 from Low Density Residential to Medium Density Residential. <br />The existing zoning for the subject property is RMF- 13. Mr. Wells noted that the City's Comprehensive Plan <br />calls for Medium Density Residential areas to serve as a transitional use between arterial roadways and Low <br />Density Residential areas. Staffreeommended approval of SPR 03-23 to the Planning & Zoning Commission <br />based on eight conditions, which are outlined on page 6 of Mr. Wells' March 26, 2004 inter-office <br />memorandum to Mr. Wells. (A copy of Mr. Wells' March 26, 2004 inter-office memorandum to Mr. <br />Clifton is attached to and made a part of these minutes.) The site plan meets the basic requirements of <br />the City's Code except for the following two waivers requested by the applicant which were supported by <br />staff: <br /> <br />Requested a reduction in the rear yard building setback to provide enough front setback area <br />to accommodate the parking of velficles in the driveways. <br />Requested a two-foot increase in the height of the proposed streetlights for the development. <br /> <br />Mr. Wells stated the applicant met with himself, the Chief Planner and the City Manager on April 6, 2004 <br />and discussed the concerns that were brought forth by the Planning & Zoning Commission. The main <br />discussion of that meeting focused on the issues of parking and access to the site. The applicant submitted <br />a revised site plan to address those concerns. The revisions included: <br /> <br />3. <br />4. <br /> <br />5. <br /> <br />Reduced the number of units from 18 to 16, which reduced the required amount of parking <br />spaces by four spaces. <br />All units would have a double garage which also increases the overall parking for the <br />development. <br />Provides for turf block parking at the south end of the "T' on both the east and west sides. <br />Extension of the "T", keeping within the impervious surface ratio but enabling more space <br />for turnaround maneuvers of day-to-day traffic. <br />Overall increase of additional parking spaces from 24 to 42. <br /> <br />The revised site plan still requested the above mentioned waivers. Staff recommended approval of the <br />revised site plan and requested waivers, subject to the eight conditions previously mentioned in Mr. Wells' <br />March 26, 2004 inter-office memorandum. <br /> <br /> <br />
