RESOLUTION 04-1483 <br /> <br />A RESOLUTION OF THE CITY OF CASSELBERY, FLORIDA, <br />SUPPORTING THE COMBINED EFFORTS OF THE SEMINOLE <br />COUNTY BOARD OF COUNTY COMMISSIONERS AND THE <br />FLORIDA DEPARTMENT OF TRANSPORTATION TO <br />EXPEDITE THE DESIGN AND ENGINEERING WORK FOR THE <br />OVERPASS TRANSPORTATION PROJECT AT U,S. HIGHWAY <br />17-92 AND S.R. 436; PROVIDING FOR AN EFFECTIVE DATE. <br /> <br /> WHEREAS, the Florida Department of Transportation conducted studies to <br />identify and evaluate viable alternatives for improving the existing intersection of U.S. <br />Highway 17-92 at S.R. 436; and <br /> <br /> WHEREAS, the intersection improvement was part of the 2001 voter-approved <br />one-cent sales tax surcharge for road and transportation projects in Seminole County; and <br /> <br /> WHEREAS, public meetings were held and comments received from citizens <br />and businesses in the City of Casselberry and surrounding southern Seminole County <br />directly impacted by the proposed project; and <br /> <br /> WHEREAS, alternative conceptual designs formulated by the consulting firm <br />PBS&J were presented to the Casselberry City Commission on September 24, 2003, and <br />the City Commission voted in favor of the "left" alignment; and <br /> <br /> WHEREAS, On October 14, 2003 the City's preference and the same designs <br />were presented to the Seminole County Board of County Commissioners and the County <br />Commission unanimously voted in favor of the "left" alignment; and <br /> <br /> WHEREAS, the timeframe for this project currently establishes year(s) 2007- <br />2008 as the earliest time, if funding is available, that the final design engineering work <br />will begin; and <br /> <br /> WHEREAS, until a final engineering design is established, all businesses and <br />property owners in the area directly influenced by the proposed project will remain <br />uncertain as to the project's ultimate impact upon their individual property and <br />businesses; and <br /> <br /> WHEREAS, this section of U.S. Highway 17-92 lies within the respective CRA <br />district of both Seminole County and Casselberry and each CRA has specific goals to <br />enhance the economic viability of this important commercial corridor; and <br /> <br /> WHEREAS, further expected delays will negatively impact economic <br />development and redevelopment in this important area of Casselberry and southern <br />Seminole County; and <br /> <br /> <br />
