Information Onlv <br /> <br />Memo from city Manager Michael Stampfler on Status of Regulations for Parking in Residential Districts <br /> <br />The City Manager stated that in working with the staff and the history of this situation, the number one <br />goal for code enforcement was for stability and improvement in neighborhood values. He suggested the <br />Commission and the Planning Zoning Commission could make significant progress as a group if agreed <br />upon the following two areas: <br /> <br />(I) Take steps to update the City Code concerning the parking section that was <br />inadvertently deleted. <br /> <br />(2) The second area of concern is what constitutes a permanent parking surface, which will <br />take a considerable amount of work to determine the best interest of the community in <br />terms of promoting the stability of property values. A good start would be for the <br />Planning and Zoning Commission to look at the issue on behalf of the City Commission <br />and subsequently make a recommendation to the Commission. <br /> <br />It is hoped that what the Administration is offering this evening will make progress regardless of what <br />has gone on in the past, regardless of any misunderstandings in the past, the results will be positive steps <br />forward to work toward the long term goal of property values. <br /> <br />4. Comments ofPlanninl! & Zoninl! Commission <br /> <br />The consensus of the Planning and Zoning Commission Members was that the Board had already <br />forward an ordinance to the Commission for consideration and they had worked diligently as a group <br />effort with City staff put forth the recommendations, which the City Commission now has the <br />responsibility to either vote up or down. <br /> <br />5. Comments of City Commission <br /> <br />The various members of the Commission related their differing opinions relating to the Commercial <br />Vehicle ordinance which had resulted in a stalemate when the ordinance was tabled and referred back to <br />the Planning and Zoning Commission. <br /> <br />6. General Discussion <br /> <br />After general discussion, the consensus was that the Planning and Zoning Commission restart the process <br />regarding the commercial vehicle issue and work step by step with staff during several work sessions and <br />public hearings to arrive at specifics and a recommendation to the City Commission that would be in the <br />best interest of the community. <br />
