<br />City Commission Meeting <br />September 13, 2004 <br />Page 2 <br /> <br />PUBLIC HEARINGS <br /> <br />I. Tentative Bud!!et and Tax Rate for Fiscal Year 2004-2005 <br /> <br />City Clerk, Thelma McPherson, stated that the document entitled "Notice of Proposed Property Taxes" sent <br />out by the Property Appraiser's Office serves as notice for this public hearing for the proposed budget and <br />tentative millage rate of the City of Casselberry for Fiscal Year 2005. The document was mailed from the <br />Seminole County Property Appraiser to each property own within the City during the latter part of August <br />2004. <br /> <br />City Manager, Frank Clifton, stated that the proposed millage rate would stay at 5 mils. The Trim rolled <br />back rate is at 3.93%, which results in an increase even though the millage remained the same. The Animal <br />Control function that had been recommended for deletion by the Administration was retained by the <br />Commission in the budget. The budget for Fiscal Year 2005 and next fiscal year may be amended after <br />assessing all expenses related to storm cleanup. <br /> <br />Mayor Pronovost asked if there was anyone in the audience that wished to address any budget item or the <br />proposed tax rate. The following individuals came forward: <br /> <br />Leonard Pollard, 676 Monroe Harbor Place, Sanford, FL, Shop Steward for the SWBA <br />Union, spoke in opposition to the change in status of the Inventory Control Specialist <br />position from full time to part time. Mr. Clifton stated that there was not a need for a full <br />time Inventory Control Specialist and Mr. Pollard has been advised of other options if he <br />did not wish to remain in the position as a part time employee. <br />John Casselberry, 700 South Lost Lake Lane, expressed concerns regarding phone taxes, <br />billing, and record-keeping for the 911 dispatch system. <br /> <br />MOTION: <br /> <br />Vice Mayor/Commissioner AI Clark moved to approve the tentative tax rate <br />(5 Mills) and Budget for Fiscal Year 2004-2005 as presented. The motion was <br />seconded by Commissioner Susan Doerner and carried unanimously by roll <br />call vote. <br /> <br />The Commission made no changes to the budget. The date ofthe second Public Hearing is set for September <br />27,2004. <br /> <br />II. Local Law Enforcement Block Grant Expenditures <br /> <br />Police Chief, John Pavlis presented an overview of the Local Law Enforcement Block Grant that has been <br />awarded to the City of Casselberry in the amount of $11,132.00. After adding the required match from the <br />City, the figure amounts to $12,369.00. The funds will be used for the support of local law enforcement <br />procurement of equipmenttechnology and materials directly related to basic law enforcement functions. i.e. <br />update the OSSI arrest module supervisory software ($5,000); two additional mobile radios for police <br />vehicles ($5,996.70); and improve training for a full electronic reporting system withing the department <br />($2,650). The required advertisement was placed in the Orlando Sentinel by the City Clerk on September <br />9, 2004. <br />
