City Commission Meeting <br />July 14, 2003 <br />Page 2 <br /> <br />The City Clerk Read Ordinance 03-1087 by title as follows: <br /> <br />"AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, AMENDING <br />ARTICLE III, SECTION 86-189, SCHEDULE OF RATES AND CHARGES; MORE <br />SPECIFICALLY, SECTION 86-186(A)(4), IRRIGATION METER INSTALLATION <br />CHARGE; SECTION 86-186(A)($), RECLAIMED WATER METER INSTALLATION <br />CHARGE; SECTION 86-189(6), RESIDENTIAL RECLAIMED WATER; TO ADOPT <br />RECLAIMED WATER IRRIGATION CHARGES AND RATES TO ENCOURAGE THE <br />USE OF RECLAIMED WATER FOR IRRIGATION; PROVIDING FOR <br />SEVERABILITY, CODIFICATION, CONFLICTS AND EFFECTIVE DATE." <br /> <br />Legal advertisement: Published in the Orlando Sentinel on Thursday, July 3, 2003. <br /> <br />Staff Presentation: The Public Works Director stated that Ordinance 03-1087 implements a reduction in <br />irrigation meter meter connection fees for both potable and reclaimed water. The fee of $85.00 <br />represents the actual installation of the meter with an additional fee of $15.00 for a backflow preventer; <br />total cost of the meter is $100.00. The consumption rates are reduced from $.94 per 1,000 gallons to $.80 <br />per 1,000 gallons. <br /> <br />Staff Recommendation: Ordinance 03-1087 has been reviewed by the City Attorney and staff <br />recommends favorable consideration by the Commission on second reading. <br /> <br />Audience Input: Chairman Bruce Pronovost called for input, either for or against, regarding Ordinance <br />03-1087. No one came forward. <br /> <br />Commission Input: Commissioner Kathy Cook stated that she was in favor of reducing the cost of the <br />water but opposed to charging a $100 connection fee because citizens are paying taxes to have the lines <br />run to their homes and she would be voting against the ordinance. <br /> <br />MOTION: <br /> <br />Moved by Vice Mayor/Commissioner Al Clark that Ordinance 03-1087, <br />Reduction in Meter Connection and Reuse Fees, be approved as submitted. <br />The motion was seconded by Commissioner Susan Doerner and carried on a <br />4 - 1 vote. Commissioner Cook dissenting. <br /> <br />AUDIENCE PARTICIPATION <br /> <br />Mayor Pronovost asked if there was anyone in the audience that wished to request participation <br />on any agenda item, or address the Commission on any other matter.
