ORDINANCE 23-1590 <br />AN ORDINANCE OF THE CITY OF CASSELBERRY, FLORIDA, <br />SUBMITTING TO THE ELECTORS OF CASSELBERRY PROPOSED <br />AMENDMENTS TO THE CHARTER OF THE CITY OF CASSELBERRY <br />AT THE REGULAR CITY ELECTION TO BE HELD AUGUST 20, 2024; <br />PROVIDING BALLOT TITLES, SUMMARIES AND TEXT FOR THE <br />PROPOSED CHARTER AMENDMENTS; PROVIDING FOR THE CALL <br />OF A REFERENDUM ELECTION; PROVIDING FOR DIRECTION TO <br />THE CITY CLERK; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />CODIFICATION, EFFECTIVE DATE OF ORDINANCE AND AN <br />EFFECTIVE DATE FOR THE APPROVED AMENDMENTS. <br />WHEREAS, the Charter review process was designed to effectuate a review and update <br />of the City of Casselberry City Charter; and <br />WHEREAS, the Charter review process was also designed to provide an open, objective, <br />and deliberative process during which ample opportunity was provided for the public to participate <br />in a study of any and all phases of City government; and <br />WHEREAS, the City Commission convened this study of the City Charter to avoid <br />piecemeal changes to the City's organic law, an option which the City Commission found essential <br />to the proper and orderly function of government; and <br />WHEREAS, as part of the review process, the City Commission appointed a Charter <br />Review Advisory Committee established by Resolution 23-3356 consisting of five City of <br />Casselberry residents: Charlene Glancy, Kinsey Lallathin, Andy Searles, Emily Everetts and <br />Nancy Divita; and <br />WHEREAS, the Charter Review Advisory Committee was assigned the task of making a <br />recommendation to the City Commission as to whether the existing City Charter should be revised; <br />and <br />WHEREAS, the City Commission also appointed several technical advisors consisting of <br />the City Clerk and the City Attorney; and <br />WHEREAS, after conducting numerous public meetings, at which the pros and cons of <br />the existing City Charter were debated and various Charter amendment proposals from citizens, <br />committee members, and advisors were considered, the Charter Review Advisory Committee <br />recommended a revised City Charter to the City Commission; and <br />WHEREAS, the City Commission then conducted numerous public meetings, at which <br />the City Commission considered the input, recommendations, and advice of the Charter Review <br />Advisory Committee, technical advisors, and the citizens of Casselberry and considered the pros <br />and cons of the existing City Charter; and <br />Ordinance No. 23-1590 <br />Page 1 of 10 <br />
