RESOLUTION 13-2527 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE <br />EXECUTION OF AMENDMENT NO. 1 TO SUPPLEMENTAL <br />AGREEMENT NO. 7 WITH REISS ENGINEERING, INC. FOR <br />ADDITIONAL DESIGN WORK FOR THE GRANULAR ACTIVATED <br />CARBON FILTER SYSTEM AT THE SOUTH WATER TREATMENT <br />PLANT; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE. <br />WHEREAS, recent studies of the well water have shown that the wells at the South <br />Water Treatment Plant have higher organic content; and <br />WHEREAS, when the organic content is combined with the disinfection process, <br />disinfection byproducts are created and these byproducts are regulated by the Florida Department <br />of Environmental Protection; and <br />WHEREAS, the potable water distribution system surrounding the South Water <br />Treatment Plant has historically had higher disinfection byproducts than other parts of the <br />distribution system; and <br />WHEREAS, on May 10, 2010 via Resolution 10-2136, the City Commission approved a <br />Standard Consultant Agreement with Reiss Engineering, Inc. for continuing utilities consulting <br />services; and <br />WHEREAS, on June 25, 2012 via Resolution 12-2384, the City Commission approved a <br />granular activated carbon filter pilot study at the South Water Treatment Plant with Reiss <br />Engineering, Inc.; and <br />WHEREAS, on January 14, 2013 via Resolution 13-2452, the City Commission <br />approved Supplemental Agreement No. 7 with Reiss Engineering, Inc. for the design of the <br />granular activated carbon filter treatment addition consisting of four filter vessels; and <br />WHEREAS, Public Works staff has since recognized the need to add a fifth granular <br />activated carbon filter vessel to provide additional redundancy in the design; and <br />WHEREAS, Reiss Engineering, Inc. has submitted a scope of services proposal via <br />Amendment No. 1 to Supplemental Agreement No. 7 for design of an additional granular <br />activated carbon vessel for an amount not to exceed $18,420 without prior authorization; and <br />WHEREAS, Public Works staff has reviewed Amendment No. 1 to Supplemental <br />Agreement No. 7 with Reiss Engineering, Inc. and finds it favorable to the City. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />
