CODE COMPLIANCE <br />City Manager Barbara Lipscomb gave a brief introduction, explaining that the purpose of the workshop was to <br />bring the Commission updated information regarding how the Code Compliance Division is functioning since <br />its move to the Community Development Department several months ago. <br />Mayor Glancy recognized the members of the Code Enforcement Board in attendance at the workshop. <br />Presentation: Ms. Sandra Smith, Chief Planner and Code Compliance Division Manager, gave a presentation <br />regarding the City's Code compliance efforts covering the following points: <br />• Mission <br />• Code Enforcement Methods <br />Florida Statutes: Citations <br />Special Magistrate <br />Code Enforcement Board <br />City Code: <br />Abatement <br />Towing <br />Standard Housing Code (SHC) <br />• History <br />• Initiatives/Programs <br />• Action Plan <br />• Examples/Issues <br />• Recommendations/Summary <br />Discussion: Discussion ensued regarding the points addressed in the presentation, including the need to <br />implement reporting measures to ensure follow up and accountability by the Code Enforcement Officers, and <br />the feasibility of retaining the current hearing structure utilizing a board versus use of special magistrate. Ms. <br />Smith addressed the Commission's questions, and concluded by requesting Commission direction on the four <br />areas listed in the presentation summary. <br />Consensus: Commission consensus regarding the four items for which direction was requested was as <br />follows: <br />-Approval to continue utilizing the Code Enforcement Board instead of a Special Magistrate, <br />with the understanding that it may be necessary in the future to address the possibility of two <br />meetings per month should the case load become unmanageable; <br />-Approval to implement a special assessment for .payment of nuisance abatement costs <br />incurred by the City; <br />-Approval of elimination of the 1994 Standard Housing Code and placing needed code into <br />the existing Maintenance and Nuisance Code sections; <br />
