RESOLUTION 20-3203 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL OF AN <br />APPLICATION TO THE STATE OF FLORIDA DEPARTMENT OF <br />ENVIRONMENTAL PROTECTION RELATING TO FINANCIAL <br />ASSISTANCE FROM THE FLORIDA RECREATION DEVELOPMENT <br />ASSISTANCE PROGRAM FOR THE DEVELOPMENT OF A NEW <br />PARK IN NORTHERN CASSELBERRY UNDER THE WORKING <br />NAME "WHEEL PARK" — PHASE 1 AND COMMITTING TO AMEND <br />THE CITY'S CAPITAL IMPROVEMENT PROGRAM IF AWARDED <br />FUNDS; PROVIDING FOR CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open <br />Spaces Master Plan included a recommendation to develop a new park in the northern part of the <br />City; and <br />WHEREAS, the City Commission of the City of Casselberry has committed to preserve <br />the City -owned "Northeast Industrial Park" properties for future park space; and <br />WHEREAS, a proposed City project under the working name "Wheel Park" — Phase 1 <br />will provide the first phase of development of the Northeast Industrial Park properties by <br />providing new recreational opportunities for children; and <br />WHEREAS, the purpose of "Wheel Park" — Phase 1 is to provide wholesome outdoor <br />recreational activities for the residents of the City of Casselberry, Florida; and <br />WHEREAS, the State of Florida may appropriate funding to assist with the development <br />of the "Wheel Park" — Phase 1 project through the Florida Recreation Development Assistance <br />Program during State Fiscal Year 2021-2022. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission hereby approves submittal of a grant application to <br />the State of Florida for Fiscal Year 2021-2022 to provide financial assistance for the development <br />of a new park in northeast Casselberry under the working name "Wheel Park" — Phase 1 for a <br />total of $400,000 (consisting of $200,000 in requested assistance and $200,000 in local funding) <br />and authorizes the City Manager to execute related documents on behalf of the City of <br />Casselberry. The City Commission also commits to incorporate the development of the "Wheel <br />Park" — Phase 1 project into its Capital Improvement Program, should the project receive State <br />Funding, across City Fiscal Years 2021-2022, 2022-2023, and 2023-2024 to align with the grant <br />time limits required by the State. <br />SECTION H. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br />SECTION HI. Severability. If any Section or portion of a Section of this Resolution <br />proves to be invalid, unlawful, or unconstitutional, it shall not be held to invalidate or impair the <br />validity, force, or effect of any other Section or part of this Resolution. <br />SECTION IV. Effective Date. This Resolution shall become effective immediately upon <br />its passage and adoption. <br />
