RESOLUTION 20-3187 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, AUTHORIZING THE SUBMITTAL <br />OF A PROTECTING FLORIDA TOGETHER GRANTS PROJECT <br />PROPOSAL TO THE STATE OF FLORIDA DEPARTMENT OF <br />ENVIRONMENTAL PROTECTION TO ASSIST WITH FUNDING <br />A PORTION OF UTILITY -RELATED IMPROVEMENTS <br />ASSOCIATED WITH THE LAKE KATHRYN CIRCLE <br />COMPLETE STREET IMPROVEMENTS PROJECT; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry's adopted Multimodal Transportation <br />Master Plan includes programming of the Lake Kathryn Circle Complete Street <br />Improvements project to improve pedestrian connectivity and safety; and <br />WHEREAS, as part of this project, the City wishes to simultaneously construct <br />various water and sewer utility improvements, the latter of which present an opportunity <br />to add lakefront homes to the City's sanitary sewer system, thereby potentially reducing <br />pollutant load due to septic tanks; and <br />WHEREAS, through its "Protecting Florida Together" website, the Florida <br />Department of Environmental Protection (FDEP) allows for project proposal submittals <br />to be considered for ending under multiple water protection grant programs; and <br />WHEREAS, the State of Florida has appropriated funding for various water <br />protection grants during State Fiscal year 2020-21. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION <br />OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission hereby approves submittal of a Protecting <br />Florida Together grants project proposal to the State of Florida Department of <br />Environmental Protection to provide financial assistance for utility -related improvements <br />associated with the Lake Kathryn Circle Complete Street Improvements project, with the <br />total proposed project amount not to exceed $1,700,000, inclusive of a proposed local <br />match not to exceed $850,000, and authorizes City staff or the City's consultant, CPH, <br />Inc., under the direction of City staff, to submit the proposal on behalf of the City of <br />Casselberry. <br />SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with <br />any of the provisions of this Resolution are hereby repealed. <br />SECTION III. Severability. If any Section or portion of a Section of this <br />Resolution proves to be invalid, unlawful, or unconstitutional, it shall not be held to <br />invalidate or impair the validity, force, or effect of any other Section or part of this <br />Resolution. <br />
