1) Performance of public work and taking whatever prudent action necessary to <br />ensure the health, safety and welfare of the community. <br />2) Entering into contracts by the City. <br />3) Incurring of obligations. <br />4) Employment of permanent and temporary workers. <br />5) Utilization of volunteer workers. <br />6) Acquisition and distribution, with or without compensation, of supplies, materials <br />and facilities, including the rental of equipment. <br />7) Appropriation and expenditure of public funds. <br />SECTION 5. All emergency management powers that have been exercised, and all <br />emergency management plans, preparations, and actions that have been taken prior to the <br />adoption of this Resolution, are hereby approved, affirmed, and ratified. <br />SECTION 6. The City Manager, in consultation with the Chief of Police, has the <br />authority to establish a curfew within the City limits of Casselberry which shall remain in effect <br />until such time as conditions warrant. <br />SECTION 7. This Resolution, including any order, rule, directive, and regulation that is <br />promulgated by the City Manager in the implementation hereof, shall constitute a local law and <br />shall be enforceable as such in accordance with the authority prescribed by the State Emergency <br />Management Act. <br />SECTION 8. An extension to the 72 -hour time limit contained in Section 30-7 of the <br />City of Casselberry Code of Ordinances is hereby granted by the City Commission. Thus, this <br />Resolution shall be effective on the date of its adoption and it shall remain in effect concurrent <br />with Executive Order 20-52 ("Emergency Management — COVID-19 Public Health <br />Emergency") issued by Governor Ron DeSantis. This Resolution shall expire, without further <br />action being required by the City Commission, on the date that Executive Order 20-52 expires, <br />said date being May 8, 2020, unless the Executive Order 20-52 is extended. <br />SECTION 9. Any and all pending due dates, expiration dates, or termination dates <br />under Fla. Stat. 166.033(1) are hereby tolled until Executive Order 20-52 and City Resolution <br />20-3156 expire or are rescinded. In the event an application or item referenced in Fla. Stat. <br />166.033, pending or filed in future, has a due, termination, or expiration date prior to the date on <br />which a staff response is due or the next regularly scheduled Development Review Committee <br />meeting, Planning and Zoning meeting or City Commission meeting occurs, then that due, <br />termination, or expiration date is tolled until the staff is able to respond, or the Development <br />Review Committee, Planning and Zoning Board or City Commission is able to take official <br />action at a public meeting on that item. This extension does not apply to items exclusively <br />within the City's internal review processes which do not require a meeting of a committee or <br />board. <br />SECTION 10. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br />9 <br />
