Presentation: Findings and Recommendations for the North Winter Park Drive Small <br />Area Study <br />Staff Presentation: Community Development Director Chris Bowley gave a brief overview of the purpose of <br />the workshop which was to present the Findings and Recommendations for the North Winter Park Drive Small <br />Area Study prepared by Canin Associates. He introduced Ms. Eliza Harris, Principal and Director of <br />Urbanism for Canin Associates who gave a PowerPoint presentation which included the following <br />components: <br />- Location <br />- Purpose <br />- Overview of the Study <br />- Agenda <br />o Study Area & Context <br />o Overview of Public Involvement <br />o Challenges & Recommendations <br />■ Zoning & Development <br />■ Transportation <br />■ Conmiunity Identity & Open Space <br />Summary of Proposals <br />o Key Recommendations: <br />■ Change zoning to encourage housing improvements <br />■ Catalyst development projects for new housing <br />■ Transportation and streetscape improvement <br />o Additional Recommendations: <br />• Community identity <br />Open Space maintenance and improvements <br />Questions <br />Planner II Christina Hyson gave a brief overview of staff's main takeaways and recommendations based on the <br />Study prepared by Canin Associates, stating that staff would like to evaluate those extensive short, mid and <br />long term goals outlined in the Study and coordinate with other departments to see how best to achieve those <br />goals, including: incorporating different housing types to achieve affordability within the area; adopting new <br />zoning regulations and design standards for the area to encourage investment that stabilizes land values; <br />establishing neighborhood character by developing a brand identity; and continuing enhancements of parks and <br />pedestrian connections. Community Development Director Chris Bowley continued with a brief presentation <br />on the next steps to be followed in the process once the City Commission gave staff the go-ahead, including: <br />preparation of a resolution accepting the North Winter Park Drive Small Area Study for presentation to the <br />Commission in September 2019; preparation of a proposed ordinance incorporating the recommendations <br />outlined in the Study; scheduling of a City Commission workshop for discussion and input from the City <br />Commission; revision of the proposed ordinance, if indicated, and presentation to the City Commission for <br />consideration at two future regular City Commission meetings. <br />
