RESOLUTION 19-3123 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ADOPTING THE TENTATIVE MILLAGE RATE FOR THE CITY OF <br />CASSELBERRY FOR THE FISCAL YEAR COMMENCING OCTOBER <br />1, 2019 AND ENDING SEPTEMBER 30, 2020; ANNOUNCING THE <br />ROLLED -BACK MILLAGE RATE, THE PERCENTAGE BY WHICH <br />THE TENTATIVE MILLAGE EXCEEDS THE ROLLED -BACK RATE <br />AND THE TENTATIVE MILLAGE RATE TO BE LEVIED; PROVIDING <br />FOR CONFLICTS, SEVERABILITY AND PROVIDING FOR AN <br />EFFECTIVE DATE. <br />WHEREAS, the City Commission of the City of Casselberry must provide public notice <br />of and hold a public hearing on the tentative ad valorem millage rate pursuant to Florida Truth in <br />Millage (TRIM) statute F.S. 200.065; and <br />WHEREAS, the public notice for the public hearing for the tentative millage rate was <br />provided to all taxpayers of the City of Casselberry by the Seminole County Property Appraiser <br />in the (TRIM) notice, which was mailed to taxpayers in August 2019; and <br />WHEREAS, the City Commission of the City of Casselberry desires to adopt the <br />tentative millage rate and publicly announce the percentage change by which the tentative <br />millage rate is above the rolled -back rate; and <br />WHEREAS, the City Commission of the City of Casselberry deems that this Resolution <br />is in the best interest of the public health, safety, welfare and well-being of the citizens of <br />Casselberry. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION <br />OF THE CITY OF CASSELBERRRY, FLORIDA AS FOLLOWS: <br />SECTION I. Rolled -Back Rate. The City Commission announces that the computed <br />rolled -back rate is 2.8624 mills as certified by the Seminole County Property Appraiser. <br />SECTION II. Percentage Increase. The City Commission announces that the <br />percentage increase over the rolled -back rate set forth in Section I immediately above is a 6.62 <br />percent increase; <br />SECTION III. Tentative Millage Rate. The City Commission adopts its tentative <br />millage rate of 3.0519 for the fiscal year commencing October 1, 2019 and ending September 30, <br />2020. <br />SECTION IV. Public Notice. Within fifteen (15) days of the date of this Resolution, <br />the City Clerk shall publish a Notice of Proposed Tax Increase in a newspaper of general <br />circulation, indicating the tentatively adopted millage rate and proposed tax levy. This <br />advertisement will also indicate the date/time/place that a final decision will be made on the <br />proposed tax increase. This public hearing will not occur less than two (2) days or more than <br />five (5) days after the date the advertisement is first published. <br />
