RESOLUTION 19-3118 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING AND ADOPTING THE CITY <br />OF CASSELBERRY HEALTHY COMMUNITY COMPLETE STREETS <br />POLICY AND DESIGN GUIDELINES; PROVIDING FOR CONFLICTS, <br />SEVERABILITY, AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry affirms that all road projects should be designed to <br />comfortably accommodate all users to the fullest extent possible; that accommodations for people <br />walking, people bicycling, people using public transit, and people with disabilities are a routine part <br />of the City's planning, design, construction, maintenance, and operating activities; and that bicycle <br />and pedestrian ways should be considered in new construction, reconstruction, resurfacing or other <br />retrofit projects; and <br />WHEREAS, the City commits to plan, design, build, and maintain a safe, reliable, <br />efficient, integrated and connected multimodal transportation network that will provide access, <br />mobility, safety and connectivity for all users; and <br />WHEREAS, complete streets are planned, designed, operated, and maintained to enable <br />safe access for all transportation system users of all ages and abilities; and <br />WHEREAS, the City affirms that complete streets support vibrant, sustainable <br />communities and that complete streets design promotes improved health, economic growth, public <br />safety, recreational opportunity, and social equity; and <br />WHEREAS, the City desires to ensure that officials, planners, engineers, developers, and <br />other stakeholders working on projects and programs within the City of Casselberry plan and design <br />roadways with consideration for all users; and <br />WHEREAS, the City has developed its new Healthy Community Complete Streets Policy <br />and Design Guidelines to better address these aforementioned points and serve as an update and <br />replacement for the City's Complete Streets Policy and Design Guidelines that was previously <br />adopted via Resolution 16-2902 on August 22, 2016. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission of the City of Casselberry hereby approves and adopts <br />the Healthy Community Complete Streets Policy and Design Guidelines, attached hereto as Exhibit <br />A and incorporated into the City's Multimodal Transportation Master Plan. <br />SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of the <br />provisions of this Resolution are hereby repealed. <br />
