RESOLUTION 19-3094 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE EXECUTION OF AN AGREEMENT WITH THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION FOR A FLORIDA RECREATION DEVELOPMENT ASSISTANCE PROGRAM GRANT FOR "WHEEL PARK — CASSELBERRY" (PHASE 1); PROVIDING FOR CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. WHEREAS, the City of Casselberry's 2017 Parks, Recreation, Pathways, and Open Spaces Master Plan included a recommendation to develop a new park in the northern part of the City; and WHEREAS, the City Commission of the City of Casselberry has committed to preserve the City -owned "Northeast Industrial Park" properties for future park space; and WHEREAS, a proposed City project under the working name "Wheel Park — Casselberry" will provide the first phase of development of the Northeast Industrial Park properties by providing new recreational opportunities for children; and WHEREAS, the purpose of "Wheel Park — Casselberry" is to provide wholesome outdoor recreational activities for the residents of the City of Casselberry, Florida; and WHEREAS, the City of Casselberry, on August 15, 2018, applied to the Florida Department of Environmental Protection (FDEP) for $250,000 in Florida Recreation Development Assistance Program funding with a $250,000 local match commitment, for a total of $500,000 to construct the first phase of "Wheel Park - Casselberry"; and WHEREAS, FDEP ranked the City of Casselberry's application #7 in the State of Florida and awarded the requested grant funding for the City's project; and WHEREAS, FDEP has provided the City of Casselberry a proposed Agreement to execute the project under the terms of the grant; and WHEREAS, City staff has reviewed the aforementioned Agreement and finds it acceptable to meet the needs of the City. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: SECTION I. The City Commission of the City of Casselberry hereby approves the Agreement with the Florida Department of Environmental Protection for the "Wheel Park — Casselberry" (Phase 1) Project (including a commitment of $250,000 in local funding and $250,000 in State grant funding, for a total commitment of $500,000) and authorizes the Mayor to execute said document, attached herewith, on behalf of the City.
