RESOLUTION 16-2827 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, APPROVING AND AUTHORIZING THE <br />ADOPTION OF THE FLOODPLAIN MANAGEMENT PLAN FOR 2015- <br />2020 TO SUPPLEMENT SEMINOLE COUNTY'S LOCAL MITIGATION <br />PLAN; PROVIDING FOR CONFLICTS, SEVERABILITY, AND <br />EFFECTIVE DATE. <br />WHEREAS, the City Commission of the City of Casselberry is charged with the duty of <br />protecting health, safety, and welfare of its citizens; and <br />WHEREAS, City of Casselberry is vulnerable to a wide range of natural disasters, as <br />demonstrated by the very high human and economic costs of events that have impacted the State <br />of Florida in the past decade; and <br />WHEREAS, the worst flood recorded in Seminole County history occurred in the year <br />2008 after the Tropical Storm Fay event; and <br />WHEREAS, the Tropical Storm Fay flooding event caused over to (10) households to be <br />listed as Repetitive or Severe Flood Loss properties by the Federal Emergency Management <br />Agency; and <br />WHEREAS, floodplain management is the operation of a community program of <br />corrective and preventative measures for reducing flood damage; and <br />WHEREAS, a community's agreement to adopt and enforce a Floodplain Management <br />Plan helps to reduce the community's risk to flooding; and <br />WHEREAS, the Federal Government has implemented new and updated standards in the <br />Code of Federal Regulation (C.F.R.) which further enhance the minimum standards previously <br />required; and <br />WHEREAS, the Floodplain Management Plan (FMP) complies with the Federal Hazard <br />Mitigation Planning Standards contained in 44 C.F.R. Part 201 (2015); and <br />WHEREAS, the Seminole County Board of County Commissioner's adopted the FMP <br />on October 13, 2015 and requested all municipalities to adopt the plan; and <br />WHEREAS, adoption of this document by the City of Casselberry City Commission will <br />provide for continued grant funding. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />
