RESOLUTION 16-2815 <br />A RESOLUTION OF THE CITY OF CASSELBERRY, FLORIDA, <br />ESTABLISHING FUND AND DEPARTMENT LEVEL ACCOUNTING <br />AND EXPENDITURE AUTHORITY; ESTABLISHING A QUARTERLY <br />BUDGET AMENDMENT PROCESS FOR NECESSARY BUDGET <br />AMENDMENTS; PROVIDING FOR INTERIM BUDGET REPORTING <br />ON A MONTHLY BASIS; ESTABLISHING CONTINUED INVOICE <br />REPORTING AND APPROVAL PROCESSES FOR ATTORNEY FEES <br />AND LEGAL SERVICES; ESTABLISHING AN APPROVAL PROCESS <br />FOR ADDITIONAL CAPITAL OUTLAY ITEMS; PROVIDING FOR <br />CONFLICTS, SEVERABILITY AND EFFECTIVE DATE. <br />WHEREAS, the City adopts a balanced budget by resolution each fiscal year thereby <br />authorizing and appropriating funds for proper expenditure by City departments, pursuant to all <br />applicable City regulations, policies and procedures; and <br />WHEREAS, the City Manager and City Departments require flexibility on <br />miscellaneous operating expenses to make appropriate decisions and take necessary actions as <br />part of their duties to efficiently manage the day-to-day operations of the City while providing <br />transparency to the City Commission; and <br />WHEREAS, from time to time situations arise regarding unforeseeable circumstances <br />which necessitate budget adjustments during the fiscal year affecting the adopted budget; and <br />WHEREAS, from time to time City Departments have situations occur which require a <br />change in appropriations within their associated divisions to properly address and/or remediate <br />such situations; and <br />WHEREAS, from time to time City Departments have unforeseen situations occur which <br />require additional appropriations for capital purposes; and <br />WHEREAS, the processes regarding these situations require streamlining and <br />clarification. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE. <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. Department and Fund Level Accounting The City of Casselberry <br />hereby establishes its accounting system to report annually on a department and fund basis; with <br />interim reports regularly for information and reference purposes on an object of expenditure (line <br />item basis). <br />SECTION II. City Manager Transfer Authority. The City Manager is hereby <br />authorized to approve transfers within each department and each fund to the extent such transfers <br />
