CASSELBERRY CITY COMMISSION
Minutes of September 16, 2015 — Workshop
(Associated Consulting International, Inc.), the architects on the project, and stated that both he and Mr.
Cunningham were extremely excited about the changes to the project plans from where it had initially started
to where it was now and what was going to be presented for the Commission's consideration. Mr.
Cunningham then gave a PowerPoint presentation comparing the building elevations presented to the
Commission previously with the new elevations which incorporated the changes in those areas of concern
expressed by the Commission.
Discussion: Discussion ensued regarding details of some of the changes which were being proposed,
including color palettes, reduction in lap siding; use of panelization, cast stone, metal roofing and artistic
designs such as Mondrian -motif geographic designs; addition of latticework, balconies, gabled roof ends and
columns; flipping of the center building to face US Highway 17 -92; and interiors and amenities. Mr.
Cunningham advised the Commission that the two new proposed, bolder color palettes would be both shown
and identified on the renderings which were tentatively scheduled to be brought to the Commission for
consideration at its September 28, 2015 meeting. He and Mr. McDaniel both stated they felt the proposed
changes in design and color scheme gave the development vibrancy and a uniqueness that was a transitional
style which would add to the artsy feel for the City of Casselberry. They added that it was not one genre of
modernism, but was a transitional style they believed would stand the test of time and that renters would find
very attractive. Each of the Commissioners expressed appreciation to the developer and architect for listening
to their concerns and incorporating solutions into the proposed changes. They thanked them for all of their
hard work in getting the project to this point. Mr. Newlon also reminded the Commission that they would have
to consider adding the proposed color palettes to those included as allowable within the Lake Concord Overlay
District, and that issue would most likely also be brought to them at the September 28, 2015 regular meeting.
5. CITIZEN COMMENTS
The following individuals came forward to address the Integra Lakes at Lake Concord Park Apartment
elevations:
Ms. Luisa Valcarcel, 257 Secret Way, expressed appreciation for the architects having
included Mondrian motifs in the design, stating that Piet Mondrian was her favorite artist.
She also voiced some concerns about the ongoing cost for maintaining the color palette
chosen for the development and security issues relating to enclosed stairwells shown in the
renderings.
Mr. John Casselberry, 700 South Lost Lake Lane, expressed concerns about several issues,
including what safety regulations called for as far as emergency exits from hallways; energy
efficiency or lack thereof for the proposed color palettes; and soil conditions on the property
which could affect where the most appropriate placement of the buildings should be.
