RESOLUTION 15 -2704 <br />A RESOLUTION OF THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, APPROVING AND <br />AUTHORIZING THE EXECUTION OF AN AGREEMENT <br />FOR CONSTRUCTION MANAGER AT RISK SERVICES <br />FOR THE LAKE CONCORD PARK PROJECT AND THE <br />TRIPLET LAKE DRIVE SIGNATURE STREET PROJECT <br />WITH WHARTON SMITH, INC.; PROVIDING FOR <br />CONFLICTS, SEVERABILITY, AND EFFECTIVE DATE. <br />WHEREAS, the City of Casselberry issued a Request for Qualifications (RFQ), which was <br />properly advertised in the Orlando Sentinel on December 7, 2014, on the City's website, and on the <br />DemandStar Onvia website from December 7, 2014 to January 6, 2015, for a Construction Manager <br />at Risk professional for the Lake Concord Paris (formerly City Center) Project and the Triplet Lake <br />Drive Signature Street Project, and submittals were due January 6, 2015; and <br />WHEREAS, the City contacted over a half a dozen companies by telephone alerting them <br />to the RFQ; and <br />WHEREAS, twenty -one (21) companies reviewed the bid online, two (2) companies had <br />questions, and five (5) companies attended the pre -bid meeting and project walls- through; and <br />WHEREAS, the City of Casselberry received responses from two firms, Wharton Smith, <br />Inc. and Canaveral Construction Company, Inc., and the City Selection Committee evaluated the <br />qualifications of both firms, as required by Fla. Stat. 287.055; and <br />WHEREAS, the City of Casselberry scheduled oral interviews and reviewed both written <br />responses; and <br />WHEREAS, the City Selection Committee ranked the two firms as follows: 1) Wharton <br />Smith, Inc. and 2) Canaveral Construction Company, Inc.; and <br />WHEREAS, after the "RFQ Phase" as described in the RFQ and just prior to interviews, <br />Canaveral Construction Company, Inc. withdrew their proposal from consideration; and <br />WHEREAS, the City Selection Committee conducted a detailed analysis of the cost, scope, <br />and complexity of the professional services required, and determined Wharton Smith, Inc. to be <br />well qualified to perform as the CMR based on their related experience, ability to perform the work <br />and their presentation; and <br />WHEREAS, staff at the City of Casselberry will negotiate with Wharton Smith, Inc. to <br />arrive at a fair, competitive and reasonable compensation for each phase of the Lake Concord Park <br />(formerly City Center) Project; and <br />
