RESOLUTION 15 -2742 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />CASSELBERRY, FLORIDA, ADOPTING AN UPDATE TO THE LOCAL <br />MITIGATION STRATEGY FOR SEMINOLE COUNTY AND ITS LOCAL <br />MUNICIPALITIES; PROVIDING FOR CONFLICTS, SEVERABILITY, <br />AND EFFECTIVE DATE. <br />WHEREAS, via Resolution 98 -1137, the City Commission approved City participation <br />with Seminole County and other municipalities to develop a strategic plan to prioritize mitigation <br />initiatives and projects in order to receive consideration of grant and disaster funding from the <br />Florida Department of Community Affairs (DCA) and the Federal Emergency Management <br />Agency (FEMA); and <br />WHEREAS, this Local Mitigation Strategy assists the City, Seminole County, and the <br />other municipalities with becoming more disaster resistant; and <br />WHEREAS, in August of 2000, the City Commission approved the initial Local Mitigation <br />Strategy which provided for City participation for five years; and <br />WHEREAS, the City Commission adopted updates to the Local Mitigation Strategy via <br />Resolution 04 -1488 in March 2004 and via Resolution 10 -2148 in June 2010; and <br />WHEREAS, since that time, the Federal Government has implemented new and updated <br />Code of Federal Regulation (CFR) standards which further enhance the minimum standards <br />previously required; and <br />WHEREAS, the Local Mitigation Strategy requires continued updating to ensure <br />mitigation initiatives and projects meet compliance for obtaining grants and disaster funding from <br />DCA and FEMA before and after a disaster; and <br />WHEREAS, adoption of the updated Local Mitigation Strategy will provide for an <br />additional five -year period (2015 -2020) for continued participation for prioritizing mitigation <br />initiatives and /or projects which are part of the plan; and <br />WHEREAS, City staff has reviewed the information provided by or for other participating <br />jurisdictions and organizations, including the projects and programs they have proposed for <br />incorporation into the Seminole County Local Mitigation Strategy update for 2015; and <br />WHEREAS, adoption of this document by the City will provide for continued grant <br />funding for local mitigation initiatives, as approved through the Federal Emergency Management <br />Agency (FEMA). <br />
