RESOLUTION 15 -2733 <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY <br />OF CASSELBERRY, FLORIDA TO ACCEPT THE STATE ROAD <br />436/RED BUG LAKE ROAD SMALL AREA STUDY <br />CONDUCTED BY LASSITER TRANSPORTATION GROUP, <br />INC.; PROVIDING FOR CONFLICTS, SEVERABILITY AND <br />EFFECTIVE DATE. <br />WHEREAS, , the City of Casselberry's Comprehensive Plan Future Land Use Element <br />Policy 10.2, Small Area Studies, states, "Publicly or privately sponsored Small Area Studies <br />shall be conducted to identify strategies for physically and functionally redeveloping areas into a <br />mixture of land uses with the intent of making these areas more economically viable and <br />livable "; and <br />WHEREAS, the 2014 Legislature appropriated recurring funds from the Grants and <br />Donations Trust Fund for the purpose of providing technical assistance to local governments for <br />implementation of growth management planning efforts; and <br />WHEREAS, a grant was awarded to the City on January 12, 2015 by the Florida <br />Department of Economic Opportunity (FDEO) in the amount of $25,000 to fund such a study <br />for the area of SR 436 and Red Bug Lake Road to analyze the impacts of the recently constructed <br />flyover; and <br />WHEREAS, Lassiter Transportation Group, Inc. conducted a stakeholders analysis, <br />developed an existing conditions report and utilized that information to create an implementation <br />plan encouraging redevelopment supporting higher density and more intense commercial <br />development within the study area; and <br />WHEREAS, this information is provided in the "SR 436 / Red Bug Lake Road Small <br />Area Study" (Exhibits A, B and C) for acceptance by the City Commission. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF CASSELBERRY, FLORIDA, AS FOLLOWS: <br />SECTION I. The City Commission hereby accepts the "State Road 436 / Red Bug Road <br />Small Area Study" conducted by Lassiter Transportation Group and directs the study to be <br />submitted to the Florida Department of Economic Development. <br />SECTION II. Conflicts. All Resolutions or parts of Resolutions in conflict with any of <br />the provisions of this Resolution are hereby repealed. <br />SECTION III. Severability. If any section, subsection, sentence, clause, phrase or <br />portion of this Resolution is for any reason held invalid or unconstitutional in any court of <br />
