Minutes of April 8, 2013 — Regular Meeting <br />MOTION: Vice Mayor Solomon moved to approve the minutes of the April 8, 2013 <br />Regular Meeting, as presented. Motion was seconded by Commissioner <br />Aramendia. Motion carried unanimously by voice vote 5 — 0. <br />A. Mayor's Proclamation and Presentation: Children's Cabinet of Seminole County <br />Mayor Glancy proclaimed the month of May 2013 as "Children's Mental Health Awareness Month" in the <br />City of Casselberly. Ms. Lynn Whitcomb of Children's Cabinet of Seminole County accepted the <br />proclamation on behalf of the organization. <br />Ms. Whitcomb then gave a brief presentation focusing on a System of Care grant which Children's Cabinet of <br />Seminole County had been awarded as part of the Children's Mental Health Initiative from SAMHSA <br />(Substance Abuse and Mental Health Services Administration). She also briefly covered some areas of care <br />offered by Children's Cabinet on an ongoing basis. She thanked the Mayor and Commission for the <br />proclamation and the City's support of their programs. <br />B. Advocacy Program Against Candy Flavored Tobacco <br />Student leaders from Lake Maly and Lake Howell High - School, representing SWAT (Students Working <br />Against Tobacco) gave a presentation on candy flavored tobacco products and their effect on our youth. The <br />presenters were Shirley Castillo, Florida State Youth Advocacy Board Region 3 Representative and President <br />of Lake Maly High School SWAT, and Chelsea Hill and Shane Nulty, SWAT Leaders at Lake Howell High <br />School. The students also requested that the City Commission consider passing a resolution restricting and <br />banning the advertising and sale of candy - flavored tobacco products to students and youth in the City of <br />Casselberly. Mr. Newlon advised that the request for the resolution had been made too late to have been <br />included on tonight's agenda, but he expected it would be brought to the Commission for consideration at the <br />neat meeting. A copy of the students' PowerPoint presentation is attached to and made a part of these <br />minutes. <br />
