STATUS REPORT - FUNDING OF THE U.S. 17-92/S.R. 436 <br />FLYOVER PROJECT <br />Introduction: Interim City Manager Randy Newlon gave a brief introduction and overview ofthe 17-92/436 <br />Flyover Project, stating that tonight's meeting is for the purpose of giving a status report on the project. He <br />stated that this project has been proposed for a couple of decades and some time ago the City resolved to <br />support the project. He explained that with the prospect that it may be delayed as far out as 2025, and with <br />the Legislature in session, the City asked Florida Strategic Advisors to intervene on its behalf in Tallahassee <br />to try and make some progress in moving the project up to an earlier date and resolve the uncertainty <br />surrounding it. Mr. Newlon introduced Public Works Director Mark Gisclar, stating he would be making a <br />brief presentation on the project status, what it means for the corridor, and what the flyover will look like. <br />Presentation: Mr. Gisclar thanked Representatives Dorworth and Brodeur, as well as Florida Strategic <br />Advisors for their assistance in bringing the project closer to a reality. He explained that the project is 100% <br />designed and that approximately 3-4 years ago the City's CRA paid approximately $185,000 for additional <br />enhancements to the bridge structure, landscaping and irrigation. He further explained that the original design <br />called for Bahia grass, a few crepe myrtles and some Indian Hawthorne, with chain link fencing along the <br />ponds; however, with the enhancements, the slopes were flaliened and the ponds elongated to eliminate the <br />chain link fencing. He added that the bridge itself would have branding, showing Casselberry on the columns <br />with up -lighting to highlight it at night so people would know where they were entering, and there would be <br />much heavier landscaping. He shared slides showing the proposed project and explained how it would tie <br />into the surrounding areas. <br />Mr. Gisclar further explained that DOT has spent approximately $60 million so far in design and acquisitions <br />for the project, and should acquire the remainder of the land through the courts this summer. He added that <br />funds will be available July 1, 2013, and that hopefully construction would be ready to start by September or <br />October. He stated that at the same time, the Altamonte Springs SunRail station will be built and the Red Bug <br />Flyover Project will be completed in 2014, so all three projects which will have such an impact on the City of <br />Casselberry should be totally completed by the end of 2014 or in 2015, instead of 2023 or 2025. <br />Mr. Gisclar again extended his appreciation for everyone who assisted in making this happen. <br />A copy of the PowerPoint presentation is attached to and made a part of these minutes. <br />Michelle Ertel of Florida Strategic Advisors advised that they had gone to Tallahassee approximately six <br />weeks ago and spoken with Representatives Dorworth and Brodeur about the project. She stated that this was <br />a promise fulfilled, and she was happy to report that on July 1, 2013 $30 million will be available and the <br />project will be begin. She added that the flyover will enhance other projects that anyone else has in the works <br />for the area, and congratulated the City on reaching this point with a very good project. <br />Representative Brodeur stated that both he and Representative Dorworth would do whatever they could for <br />Seminole County, but with the past several years of budget shortfalls, they have not been able to fund all the <br />
