He added <br />that Commission consensus would be necessary for the minimum requirements, and he would also be making <br />note of the Commission's desired qualifications and preferences. <br />Discussion: A lengthy discussion ensued regarding each of the following qualification criteria which were set <br />out in the questionnaire: <br />Education <br />Commission consensus was that the minimal level of education required for City Manager applicants would be <br />a Bachelor's Degree, but there would be no restriction as to the area of education. <br />Area of Education <br />The Commission as a whole felt that an advanced degree, either at the Master's or Doctorate level, would be <br />favored, but did not feel the area of education should be restricted. <br />Commissioner Solomon stated that she was very pleased with the performance of Interim City Manager Randy <br />Newlon and would be in favor of selecting him as the permanent City Manager. <br />Mr. Newlon expressed appreciation for Commissioner Solomon's comments, but stated that he felt the <br />Commission was not yet ready to make a decision and should complete the process for determining the <br />selection criteria. <br />Mayor Glancy and Vice Mayor Hufford also stated that they felt Mr. Newlon was doing an outstanding j ob, but <br />believed it was necessary to move forward with the selection criteria process. Commissioners Miller and <br />Aramendia agreed that the process should continue. <br />Certification <br />The Commission generally felt that certifications would be a bonus for an applicant, but did not feel any <br />specific certification should be a requirement, especially any government - specific certification, as they did not <br />wish to disqualify applicants from the private sector. <br />Experience <br />City Management <br />Business Management <br />The Commission generally felt that a successful applicant should have experience in top level management of <br />an organization with at least 200 employees, whether in the public or private sector; that they should have <br />familiarity with the public sector and what it entails, but should not necessarily be required to have experience <br />in the public sector. <br />
