CASSELBERRY CITY COMMISSION <br />Minutes of January 14, 2013 — workshop <br />Page 2 of 4 <br />'y U , ll "BLVAN 1XIIN021 ....... <br />, <br />Mayor Glancy recognized Mr. David McDaniel, President of Integra Land Company, Mr. Greg Hutchins, Mr. <br />Jim Conroy and Mr. Paul Rutledge of Casto, and Mr. Larry Adams from ACi who were all present at the <br />workshop. <br />Presentation: City Manager Randy Newlon gave a brief overview of the steps leading to tonight's workshop. <br />He reminded the Commission that during the first half of 2012 the Commission and city staff had all worked <br />together to try and re -start the process of trying to recruit developers that might have an interest in the City - <br />owned properties along 17 -92, including the Concord Center to the north and the 15 acres across from City <br />Hall on the south. He stated that a different approach was taken, beginning in May with a workshop at which <br />guiding principles were developed to express what the Commission collectively felt were the most important <br />things to achieve with respect to development of these parcels. He added that those guiding principles were <br />adopted formally at a City Commission meeting in May. <br />Mr. Newlon explained that utilizing staff and Mr. Larry Adams with ACi, the Commission took a soft <br />approach to reach out to the development community in order to deliver those guiding principles and invite <br />them to propose what they would like to do with the properties if given the opportunity. He added that staff <br />and ACi vetted interested parties as to financial means and experience in other developments, and after <br />meeting with those interested parties, five hard proposals were received from developer teams and then those <br />proposals were evaluated further. He stated that the Commission had actually met with two sets of teams, and <br />one team, the Yellow Team, was here tonight to present their proposed concepts to the Commission. Mr. <br />Newlon asked Mr. Adams to further review with the Commission in more detail what was done to reach this <br />point tonight, and then the developer candidates would be making presentations to the Commission. <br />Mr. Adams explained that this was a multi - platform development of ideas and there were several interested <br />parties. He added that what was different today than in the past was that there had to be some direction in <br />leadership and some organization structure under some of those visions which were financeable and what <br />would be true to what makes Casselberiy what it is and what it is going to be like in the 21 sc Century. He stated <br />that they used the guiding principles to create an offering structure that was a soft process that would show just <br />how those guiding principles would fit in geometrically, physically and would really contribute to what was <br />already done. He added that the letter was flexible in that it allowed for anyone interested to respond. He <br />stated that they also had established the attitude that whoever came in was familiar with public- private <br />partnerships. <br />Mr. Adams stated that the process had now reached the point where the decision needed to be made as to <br />whether the Commission felt comfortable with the quality of the developers and the products they were <br />offering, and their financial ability and capability to implement the projects. He stated that the Yellow Team <br />had a very outstanding different concept and also was the only team to make an offer on everything, including <br />the north parcel, the south parcel, and the outparcel. He added that they understood the City's concept and <br />vision as to connectivity and walkability, and if after the presentations tonight the City is ready to move <br />forward to the next stage, they are also ready to go on to work with the City Attorney on the development <br />agreement over the next few months and then he believed that would lead to the building of the project. <br />
