All were present. <br /> <br />5. MINUTES <br /> <br />A. Minutes of October 26,2009- Special Meeting and Attorney-Client Session <br /> <br />B. Minutes of October 26, 2009 - Regular Meeting <br /> <br />MOTION: <br /> <br />Vice Mayor Hufford moved to approve the minutes of the October 26, 2009 <br />Special Meeting/Attorney Client Session and the October 26, 2009 Regular <br />meeting as presented. Motion was seconded by Commissioner Solomon. <br />Motion carried unanimously by voice vote 5 - O. <br /> <br />6. PRESENT A TIONS/COMMENDA TIONS <br /> <br />A. PRESENTATION - HOMETOWN DEMOCRACY <br /> <br />Ms. Sandra Smith, Chief Planner, gave a presentation on the impacts on the City's annexation and <br />redevelopment plans and the FY 2011 budget by Hometown Democracy, a proposed citizen initiative which <br />will appear on the November 2, 2010 statewide ballot. H A copy of the presentation is attached to and <br />made a part of these minutes. <br /> <br />7. CITIZENS' COMMENTS <br /> <br />Mayor Glancy announced persons that wished to make comment or make inquiry on any matter not on the <br />agenda, may request to be recognized during Citizens' Comments. Mayor Glancy reiterated the rules of <br />decorum. The following individuals came forward: <br /> <br />1) Mr. James Fraleigh, 1290 Seminola Boulevard, voiced concerns regarding an email he just received from <br />the City Manager and statements made therein. Mr. Fraleigh reiterated his concerns about theinvestigation <br />relating to a traffic accident he was involved in, as well as the Police Department's internal investigation of <br />complaints made by Mr. Fraleigh. Mayor Glancy stated for the record that Mr. Fraleigh has presented his case <br />to the Seminole County State Attorney's Office, the Florida Department of Law Enforcement, the Florida <br />Attorney General's Office and the Governor's Office. The review of Mr. Fraleigh's complaint did not yield <br />and cause to initiate an investigation against the Police Chief, any members of the Casselberry Police <br />Department, or any other employees. Mayor Glancy stated furthermore, Mr. Fraleigh had his day in court and <br />his traffic charge was sustained bythe Court. <br /> <br />2) Mr. John Casselberry, 700 South Lost Lake Lane, voiced concerns regarding the leasing of the printers and <br />copiers from Ricoh rather than purchasing the equipment. Mr. Casselberry voiced concerns regarding <br />Hometown Democracy. <br />
