<br />CITY OF CASSELBERRY <br /> <br />CITY COMMISSION <br /> <br />The City Commission of the City of Casselberry held a workshop on Monday, March 9, 2009 at 6:00 p.m., <br />Casselberry City Commission Chambers, 95 Triplet Lake Drive, Casselberry, Florida. <br /> <br />ELECTED OFFICIALS PRESENT: <br /> <br />Charlene Glancy, Mayor/Commissioner - Seat No.5 <br />Colleen Hufford, Vice Mayor/Commissioner - Seat No.4 <br />Sandra Solomon, Commissioner - Seat No.3 <br />Jon Miller, Commissioner - Seat No.2 <br />Susan Doerner, Commissioner - Seat No. I <br /> <br />STAFF MEMBERS PRESENT: <br /> <br />Barbara Lipscomb, City Manager <br />Catherine D. CALL TO ORDER <br /> <br />Mayor Glancy called the workshop of the Casselberry City Commission to order at 6:03 p.m. <br /> <br />II. CODE OF BOARDMANSHIP <br /> <br />Ms. Catherine Reischmann, City Attorney reviewed the Code of Boardman ship, the Code ofParliamentaty <br />Procedures, and elements of the City Charter applicable to conduct of public meetings and workshops with the <br />City Commission. Ms. Reischmann opined that with regard to enforcement of the various conduct rules, that it <br />become a phased mechanism of enforcement such that nothing dramatic occurs until there is repeated <br />violations and there is a majority view of the Commission that there is cause to take some additional action, <br />rather than just that of the Mayor in her role in conducting the meeting. Ms. Reischmann elaborated that if the <br />Mayor believes that a conduct rule has been broken, she could generally offer a warning to the speaker, but <br />then put it up for a vote of the City Commission if the Mayor feels it should be taken beyond that. Ms. <br />Reischmann fmiher stated that it is paramount that each elected official be entitled to full and fair debate, and <br />therefore there should not be an enforcement mechanism that takes away a member's right to speak. Fmiher <br />discussion ensued regarding calling a point of order to call attention to a possible violation of the code of <br />boardmanship as an additional mechanism. <br /> <br />Mayor Glancy distributed a list of suggested preventative measures to ensure proper conduct ofthe elected <br />body and each elected official of the City. The suggested preventative measures included the following: <br /> <br />. Time limits during discussion. <br />. Implementation of a formal process including waiting for acknowledgement from the Mayor before <br />speaking; allowing all members to address an issue prior to speaking on the issue a second time; and <br />addressing all discussion remarks to the Mayor. <br />
