CITIZENS' COMMENTS <br /> <br />Mayor Goff announced that persons who wished to make comment or make inquiry on any matter on the <br />agenda or not on the agenda, may be recognized during Citizens' Comments. The following individual <br />requested to be recognized and came forward: <br /> <br />I) Mr. John Casselberry, 700 South Lost Lake Lane, inquired ifthere was any other written <br />communication from the Committee besides the final report. It was clarified that the Charter <br />Review Advisory Committee's final report was the only written communication from the <br />Committee, and it was available for review and/or purchase from the City Clerk's Office. <br />Mr. Casselberry voiced concerns regarding having the ability to place additional charter <br />amendments on the November ballot to counter any Seminole County issues that may go on <br />the ballot. <br /> <br />No one else requested to be recognized during Citizen Comments. <br /> <br />6. REVIEW OF CHARTER REVIEW ADVISORY COMMITTEE'S <br />RECOMMENDATIONS <br /> <br />A. PREAMBLE <br /> <br />The Charter Review Advisory Committee recommended a new section entitled Preamble be added to the <br />Charter: <br /> <br />Under authority conferred by the Constitution of the State of Florida, the people of the City <br />of Casselberry enact this charter as the law of the city for the purpose of protecting and <br />enhancing the health, safety, environment, and general welfare of the people; to enable <br />municipal government to provide services and meet the needs of the people efficiently; to <br />allow fair and equitable participation of all persons in the affairs of the city; to provide for <br />transparency, accountability, and ethics in governance and civil service; to foster fiscal <br />responsibility; to promote prosperity and to meet the broad needs for a healthy, progressive <br />city. <br /> <br />Consensus: Accept the recommended language for a preamble as presented. <br /> <br />B. ARTICLE III. POWERS OF THE MUNICIPALITY <br /> <br />Section 7. General Powers <br /> <br />The Charter Review Advisory Committee recommended the following revised language for Section 7: <br /> <br />Section 7. General Powers <br /> <br />The city shall have all powers possible for a city to have under the constitution and laws of <br />this state as fully and completely as though they were specifically enumerated in this charter. <br />
