CALL MEETING TO ORDER <br /> <br />Ms. Marilyn Crotty, Facilitator, of the Florida Institute of Government, called the joint workshop of the <br />Casselberry City Commission and the Charter Review Advisory Committee (CRAC) to order at 7:08 p.m. <br /> <br />2. ROLL CALL <br /> <br />Ms. Donna Gardner, Deputy City Clerk, called the roll of Elected Officials and Committee Members. All <br />Elected Officials were present with the exception of Vice Mayor Colleen Hufford and Commissioner Susan <br />Doerner. Vice Mayor Colleen Hufford and Commissioner Susan Doerner gave advance notice that they were <br />out of town and unable to attend. All Committee Members were present with the exceptions of Dale <br />Christensen and Earl McMullen. Committee Member Earl McMullen gave advance notice to the City Clerk's <br />Office that he was unable to attend the meeting due to illness. Ms. Gardner stated Committee Member Harley <br />Parkhurst would be arriving late to the meeting due to work commitments. <br /> <br />3. CHARTER REVIEW ADVISORY COMMITTEE APPROVAL OF <br />MINUTES - MARCH 4, 2008 <br /> <br />Committee consensus was to approve the March 4, 2008 minutes as presented. <br /> <br />4. REVIEW OF CHARTER REVIEW ADVISORY COMMITTEE'S <br />FINAL REPORT <br /> <br />Ms. Crotty gave an overview of the facilitated charter review process that was conducted over the past six <br />months by the Charter Review Advisory Committee. <br /> <br />Preamble <br /> <br />Ms. Crotty noted that the existing charter does not contain a preamble. The following preamble was <br />recommended in the Committee's final report: <br /> <br />Under authority conferred by the Constitution of the State of Florida, the people of the City of <br />Casselberry enact this charter as the law of the city for the purpose of protecting and enhancing <br />the health, safety, environment, and general welfare of the people; to enable municipal <br />government to provide services and meet the needs of the people efficiently; to allow fair and <br />equitable participation of all persons in the affairs of the city; to provide for transparency, <br />accountability, and ethics in governance and civil service; to foster fiscal responsibility; to <br />promote prosperity and to meet the broad needs for a healthy, progressive city. <br />
