CALL TO ORDER <br /> <br />Mayor Goff called the workshop of the Casselberry City Commission to order at 6:02 p.m. <br /> <br />II. POLICE OFFICERS' AND FIREFIGHTERS' PENSION BOARD'S <br />REQUEST FOR PENSION PLAN BENEFIT ENHANCEMENTS <br /> <br />Staff Presentation: Ms. Barbara Lipscomb stated the Police Officers' and Firefighters' Pension Board has <br />requested two pension benefit enhancements to their current plan: (I) to provide a Deferred Retirement <br />Option Plan (DROP) and (2)to increase the pension benefit multiplier rate from 3.0% to 3.5%. <br />Correspondence and draft ordinances to provide and adopt the requested enhancements were provided to the <br />Commission by the Pension Board Attorney, Scott Christiansen. The City Commission also reviewed <br />correspondence from the City Manager and an opinion letter from Foster & Foster, actuarial consultants for <br />the pension plan. <br /> <br />Mr. Randy Newlon, Finance Director gave a presentation on the requested pension benefit enhancements and <br />their potential financial impacts. A copy of the presentation is attached to and made a part of these <br />minutes. <br /> <br />Recommendation: The City Manager and the Finance Director recommended that the City Commission <br />consider implementing the DROP option, assuming no or a minimal financial impact to the City. The City <br />
