(GSG) gave a <br />presentation on Street Lighting and Fire Services Assessment Fees. She stated that <br />special assessments are defmed as charges assessed against a property that derives a <br />special benefit from the expenditure of the money. The similarities between a tax and an <br />assessment are (a) both generate revenue to pay for services and (2) both are mandatory <br />and can be collected on the tax bill. An assessment specifically benefits the property and <br />is authorized and assessed by the local government; a tax is prescribed by the Legislature <br />and may not benefit the property. She outlined the apportionment methodology and <br />process to implement the Street Lighting Assessment and Fire Assessment Programs. <br /> <br />The implementation schedule for Fire Assessment Fees would be as follows: <br />· Workshop to Present Street Lighting Assessment Report and Notice to <br />Proceed with Implementation - March 24, 2008 <br />· Workshop to Present Fire Assessment Report and Notice to Proceed with <br />Implementation - April 14, 2008 <br />· 1st Reading of Ordinance to Adopt Street Lighting Assessment and Fire <br />Assessment - April 28, 2008 <br />
