Motion was seconded by <br />Vice Mayor/Commissioner Colleen S. Hufford and carried <br />unanimously by voice vote of both the City Commission and the <br />CRA Members present. <br /> <br />2. City Center Discussion <br /> <br />. Review Prior Discussion <br /> <br />Ms. Lipscomb introduced Mr. Bruce Lyons, Swan Development Advisors, Inc., the Consultant <br />hired by the CRA to assist the City in finding a developer for the City Center Project. <br /> <br />. Presentation by Swan Development Advisors - Bruce Lyon <br /> <br />Mr. Lyons gave an overview of the Master Plan developed by Swan Development Advisors, Inc. <br />for the development and design of the City Center Project. The City Center property is a 15.2 <br />acre tract ofland located on U.S. Highway 17-92 and Triplet Lake Drive across from the City <br />Hall. A Request for Qualifications (RFQ) selection process was designed to identifY a developer <br />experienced in mixed-use development. After many meetings and site visits by the Steering <br />Committee, the following two respondents were selected: <br /> <br />(I) The Rey Group, Orlando, Florida <br />(2) Century Retail, Lakeland, Florida <br /> <br />Representatives from The Rey Group and Century were present and addressed the meeting <br />outlining their qualifications and their visions for development of the City Center Site. Copies of <br />their presentations are attached to and made a part of these minutes. <br /> <br />. Staff Remarks and Steering Committee Recommendation on Ranking and Contract <br />Negotiations <br /> <br />The Steering Committee met on January 9, 2008 and recommended that the City Commission and <br />CRA Board select Century Retail as the highest ranked developer and the Rey Group as the <br />second ranked developer to partner with the City and CRA on the City Center Project. The <br />Committee also recommended that the City Commission and CRA Board authorize City staff to <br />initiate negotiations on a Development and Disposition Agreement starting with Century Retail as <br />the number one developer. In the event that negotiations with Century Retail failed, negotiations <br />would begin with The Rey Group. <br /> <br />. Public Comment <br /> <br />John Casselberry, 700 South Lost Lake Lane, Casselberry, Florida, addressed the financial aspect <br />ofa Civic Center and the role of the developers. <br />
